Reopening Is Not Closure

An authority returning to normal does not tell you which recommendations were closed. Those are separate records.

On July 17, 2026, the FAA announced that Boeing could resume issuing airworthiness certificates for all 737 MAX and 787 airplanes, effective July 20, under continuing FAA oversight. A reader could take that as the end of the Flight 1282 story.

It is a different record from the one the NTSB produced. In June 2025 the NTSB issued 19 new safety recommendations from the same investigation. An announcement about one authority does not report the status of those recommendations.

The implication for any oversight or quality team is structural. Track the operational status, the oversight status and each recommendation as separate fields with separate dates. A single word such as resolved cannot hold all three.

Limit. This note makes no statement about the current status of any NTSB recommendation, the condition of any aircraft or who is liable. Check the NTSB recommendation database for status.
